The consortium led by CMA CGM, Banque des Territoires, CCI Lyon Métropole Saint-Etienne Roanne, and CCI Métropolitaine Aix-Marseille-Provence awarded the sub-concession for the container terminal at Lyon Edouard Herriot Port

- The CMA CGM Group and its partners, Banque des Territoires, CCI Lyon Métropole Saint-Etienne Roanne, and CCI Métropolitaine Aix-Marseille-Provence, have been selected by the CNR (Compagnie Nationale du Rhône) as the winners of the sub-concession to develop and operate the terminals at Lyon Edouard Herriot Port for a period of 30 years.
- Investments of approximately €40 million are planned to modernize infrastructure, optimize operational capacity, enhance energy performance, and promote sustainable rail and river connectivity.
- The CMA CGM Group and its partners aim to encourage modal shift in a multi-user project open to all maritime companies, river and rail operators via the Mediterranean-Rhône-Saône axis.
- The ambition of the CMA CGM Group and its partners in the region is to double river traffic by 2032, thus supporting the competitiveness and operational efficiency of shippers in the Rhône-Alpes Region by offering comprehensive logistics solutions.
The consortium, led by CMA CGM, a global player in maritime, land, air, and logistics solutions (67%), along with Banque des Territoires (23%), CCI Lyon Métropole Saint-Etienne Roanne (4%), and CCI Métropolitaine Aix-Marseille-Provence (4%), has been chosen by the CNR for a 30-year sub-concession to operate and develop the container terminal at Lyon Edouard Herriot Port. The project primarily aims to develop river and rail traffic along the Mediterranean-Rhône-Saône axis, leveraging the port facilities in Marseille through infrastructure modernization, new service development, and encouragement of modal shift.
Significant investments for optimal productivity and service quality
The Lyon Edouard Herriot Port will benefit from significant investments totaling around €40 million to enhance its capacity and modernize its infrastructure, including innovative solutions for river, rail, and road transport. These investments encompass terminal expansion works, modernization of existing infrastructure, creation of new railway tracks, the planned electrification of handling equipment, IT and operational upgrades, and the sustainable development of the terminal. By 2028, the terminal will have the capacity to handle 230,000 TEUs (Twenty-Foot Equivalent Units).
CMA CGM and its partners aim to promote modal shift, open the terminal to all operators, and provide competitive, efficient, and low-carbon solutions
Thanks to its strategic location at the heart of the city and a crossroads for European and international trade, Lyon Edouard Herriot Port represents a vital link in the region's logistics chain. The consortium plans to double the river traffic handled at the terminal by 2032, connecting the Rhône-Alpes Region to the Port of Marseille and accommodating various river operators and maritime carriers.
With 57 port terminals operated in 28 countries, the CMA CGM Group is a global leader in the logistics and port sector. In France, the Group employs 20,000 people and manages terminals at several key port facilities, including Le Havre, Fos-sur-Mer, Marseille, Montoir-de-Bretagne, and Dunkirk.
Emmanuel Delachambre, Vice President in charge of terminals at the CMA CGM Group, stated: "This project reflects our ambition, alongside our partners, to modernize and strengthen the strategic role of Lyon Edouard Herriot Port through sustainable logistics solutions and by developing modal shift, primarily from the Port of Marseille Fos, to benefit regional, national, and international economic stakeholders."
Barbara Falk, Regional Director for Auvergne-Rhône-Alpes at Banque des Territoires, added: "Banque des Territoires is delighted to have been selected alongside our partners for the sub-concession of Lyon Port. Our involvement ensures the consortium has a top-tier financial partner. Banque des Territoires positions itself as an expert and insightful investor, committed to creating value for regions while prioritizing public interest. In 2023, our investment activity was strong, with over €2.5 billion committed to more than 400 projects in France, bringing our asset portfolio to nearly €8 billion. We have extensive experience in port investments and are proud to support this ambition to foster more sustainable freight mobility in line with our strategic priorities."
Philippe Valentin, President of CCI Lyon Métropole Saint-Etienne Roanne, emphasized: "This collective success marks the beginning of a critical development phase for our Lyon Edouard Herriot Port! The 170,000 businesses in the greater Lyon-Saint-Etienne area need modern, high-performing transport infrastructure to expand their activities in France and internationally. Decarbonization, smoother exchanges, multimodal growth, strengthening the Lyon-Marseille axis, and the Lyon-Northern Europe rail axis will all be major benefits. With this project, our ambition is also to encourage businesses to reclaim the river, the ultimate low-carbon transport method! Today, river transport accounts for just 5% of traffic. The goal is to double this by 2032!"
Jean-Luc Chauvin, President of CCI Métropolitaine Aix-Marseille-Provence, noted: "The awarding of the sub-concession for the container terminals at Lyon Edouard Herriot Port to our consortium illustrates our shared ambition to modernize this strategic axis with the creation of a container terminal meeting international standards, under the leadership of the global sector leader. This project highlights the strength of the public-private alliance in developing our regions. It opens new opportunities for the 146,000 businesses in Aix-Marseille-Provence, enhancing their competitiveness on a European scale. CCIAMP is proud to contribute to this synergy between our metropolises, combining public expertise and private efficiency for sustainable and high-performance logistics."
